Buffer length for decoding redundancy packets

The buffer containing the raw packets has to have the right size for the redundancy packets when deserializing them into RedundancyPayload. If it is bigger, then the resulting payload will have additional zeroes at the end of the data.

This is the case, as redundancy packets do not carry length information.
